The government of Haryana has taken an initiative towards the educated unemployed youth. To support the youth, the government has launched a scheme known as Saksham Yuva Yojana. The scheme took place on 1st November 2016. The core objective of the Yojana is to provide the state youth with financial assistance.

Saksham Yuva Yojana is also recognized with a different name. It is popularly known as Educated Youth Allowance and Honorarium Scheme-2016. The scheme was initially launched for eligible postgraduates of the state. Later on, the scheme included science, engineering, and science equivalent graduates. B.Com, BA (Math), BA (Arts), and 10+2 also became part of it.

What is Saksham Yuva Joyana?

Saksham Yuva Yojana is the scheme formulated by Haryana’s State Government. Yojana is relevant for young unemployed and educated Haryanans for the age range of 18-35. The principal purpose of the scheme is to develop skilled youth. Youth can choose whether to work as an employee or as a self-employed individual. The yojana has three vital components, which are:

  • Unemployment Allowance of Rs. 3,000 per month for postgraduates, Rs. 1,500 per month for graduates, and Rs. 900 per month for 10+2 pass applicants.
  • Honorarium (Rs. 6,000/-pm to PostGraduates/Graduates/10+2) passes applicants in place of 100 hours of honorable work.
  • Skill training.

Objectives of Saksham Yuva Yojana

  • The scheme intends to give qualified youth with Unemployment Allowance and Honorarium.
  • The scheme also aims to provide financial help to Haryana’s unemployed educated youth. However, only to those who wish to improve their skills.
  • To allow youth to develop their skills, find work or start their own business in the sector of their choice. Moreover, the scheme allows choosing the sector in which you want to develop your skills.
  • The mission is to assist young people to become self-sufficient and intellectual.

Features of Saksham Yuva Yojana

  • The applicant should be a resident of the state of Haryana.
  • The applicant should register in the live register of the relevant employment exchange. But, if not registered then can do so on the https://hrex.gov.in website of the Department.
  • Only from a regular course, graduate/post-graduate degree is acceptable. But, courses are valid from Punjabi University and Patiala. Moreover, courses from recognized Universities in UT Chandigarh or NCT Delhi and Haryana are also acceptable. Applicants who hold correspondence degrees will also continuously receive the benefit.
  • Applicants must be 10+2 pass out from any recognized school as a regular student. The degree should be associated with the Board of School Education Haryana and Bhiwani. Central Board of School Education (CBSE) Delhi is also valid. Indian Certificate of Secondary Education (ICSE) Board, Delhi, is also considerable. The school must be in Haryana and UT Chandigarh only.
  • For 10+2 applicants, their age should be between 18 and 35 years old. For graduate/post-graduate applicants, their age should be between 21 and 35 years old.
  • Applicants should not hold 10+2 degrees from correspondence or national open board.
  • Applicants should not be regular students under a full-time course.
  • Should not be a fired government employee.
  • Candidates must not hold any kind of employment. Public/private/quasi-government or self-employment is not accepted.
  • The annual income from all the sources should not be more than 3 lakhs rupees.
  • There will be an honorarium paid till 3 years (36 months) or the age of 35 years, whichever comes first.
  • However, the three-year period begins on the date of allotment of honorarium assignment. Furthermore, the exact date of completion of 35 years shall be 35 years.
  • Registration needs to be only through online mode from https://hreyahs.gov.in 

Eligibility For Saksham Yuva Yojana

The eligibility criteria of the scheme depend on two components and that is :

  • Unemployment Allowance Sub-Scheme/component
  • Honorarium Sub-Scheme/Component

Eligibility for unemployment allowance.

  • Should be a 10+2 pass out from the recognized board of Haryana.
  • Matric passed out and held 2 years of certification/diploma courses. However, should have recognition from the Haryana government 
  • A graduate degree from a university recognized by the Haryana government
  • 3 years diploma course or certification after 10+2
  • The minimum age range should be between 21 and 35 years.
  • The annual income should not be more than 3 lakhs from all sources.
  • A fired employee from government services is not eligible for the scheme
  • The applicant should not be holding any employment in any sector.
  • Only Graduate or 10+2 qualified applicants can be a part of the Live Register. It provides Employment Exchange in the State for a minimum of three (03) years as of November 1st of each year.

Eligibility criteria for honorarium

  • Applicant must be a resident of Haryana
  • Applicant must hold a degree of 10+2/graduate/postgraduate
  • Must enroll themselves under the live register of the concerned employment exchange
  • Only regular courses from the recognized universities are eligible for Post Graduate/Graduate degrees. Such universities are Punjabi University, Patiala, and any recognized universities in UT Chandigarh, NCT Delhi or Haryana.
  • Must hold a degree of 10+2 as a regular student
  • For 10+2 applicants, their age should be between 18 and 35 years old. For graduate/post-graduate applicants, their age should be between 21 and 35 years old.
  • From all sources, the annual income of the family should not exceed 3 lakhs
  • Candidates under full-time courses should not be regular students. Candidates should not be a dismissed employees from Government services
  • The applicant should not hold a job in any capacity. Be it public/private/quasi-government or self-employment.

How To Apply for SYY?        

  • Go to the Haryana Employment Department’s official website: https://hrex.gov.in/
  • Click on “Free Job Seekers Registration”
  • Click on “Proceed with Registration” after reading all the instructions carefully.
  • On the redirected page, a five-page form appeared. Fill out the form completely and click ‘Save/Next.’
  • The applicant is now registered under the scheme.
  • Within 15 days of online registration, submit the needed documentation. Attach the copy of the temporary I-card, to the concerned/nearby work-trade.
  • After that, go to https://www.hreyahs.gov.in/parvesh.php to see the official webpage. Then go to Saksham Yuva’s page.
  • A new form will pop up. Applicants must fill the new form and submit it.

How To Track Application Status?

  • Visit the official website of the Saksham Yuva Yojana.
  • Click on the option of “Application Details” on the home page
  • Fill In asked for information like District, qualification, gender, etc.
  • Click on the ‘Search’ option
  • The status of the applicant will appear.
